There are 2 main types of land in Portugal, Urban and Rural(Rustica) and there is one system that controls the categorising of land in Portugal the PDM (***) This is what determines where and what can be built on land. The PDM once set is very rarely changed unless a project is deemed in the National Interest, ie, that the project that is put forward to the authorities is deemed to give mass employment to the area or bring in mass visitors. (but even that may not be successful)

Another method of buying "land" and building in Portugal is buying land with a ruin. This is usually, but not always, a successful method. However you may find that it is a long time between buying and actualy building. (See our item on Ruins)
